You can if you have component/composite cables that can connect to a tv tuner/dazzle/tv. I would look into emulators for recording PSP games, because it's easier.  You can find component cables here -> http://www.amazon.com/PSP-Component-AV-Cable-Sony/dp/B000VIPJ0W.

You could Get A PSP Emulator its legal if you own a PSP Roms are legal if you own the game

If you want the best way to record psp games, then you need Remotejoylite. It is a program that will allow you to stream your psp screen on your pc, and then you can record the video footage with a desktop recorder. But you will need to hack your psp to get remotejoylite to work. And it all depends on which psp you have (I can't tell you how to hack your psp, because it is not allowed to discuss modding and hacking on GA's forums.).

Also remotejoylite does only stream the video and without audio. So you will need a Male to Male audio cable, so you can transfer the psp audio to your psp, and record it with a seperate program. To record the videpo footage I'll recommend you to use Fraps as it is the best recorder out there. Remotejoylite does supprt remotejoylite, but if you also wanna record other games like from an emulator and fraps doesn't support it, then get Camtasia studio.

Have to say that hacking your psp is not illegal, and also not illegal if you are installing homebrew programs. It is getting illegal if you are downloading and playing ripped psp games. Well it is illegal if you are breaking a copyright law and playing a game you haven't paid for and own.
